Titled “The Sacrifice”, Valve has announced that the new downloaded content will be available for both Left 4 Dead and Left 4 Dead 2.
“The Sacrifice” will be the prequel to the story of Left 4 Dead 2’s first DLC “The Passing” where one of the original members dies. The original members were Francis, Louis, Zoe and Bill. The player will get to choose which one eventually ends up being ‘zombie food’ in the new DLC “The Sacrifice”.
Along with updating Left 4 Dead 1’s DLC “No Mercy” and bundling it with “The Sacrifice”, there will also be a 150 page digital comic detailing the events that lead to the DLC.
“The Sacrifice” will be available on PC, Xbox 360 as well as for Mac. According to PC Gamer, the PC version will be released on the 5th of October.

To answer my own question, it's free for L4D and L4D2 owners for PC and Mac, but will cost for Xbox 360
